The Government is proposing radical changes to the way newcomers are able to earn their stay in Britain.  The Home Secretary Jacqui Smith today launched an Earned Citizenship Green Paper which sets out proposals to balance the rights and benefits of British citizenship with the responsibilities and contributions we expect of newcomers to the UK. The proposals follow consultation with people from across the UK and set the stage for a new Bill to implement these proposals.  In responding to the consultation the public was clear that people who want to make Britain their home should speak English, pay their way, obey the law and contribute to their community.

 

The Earned Citizenship Green Paper proposes:

 

  • a three stage route to citizenship, including a new period of Probationary Citizenship, requiring new migrants to demonstrate their contribution to the UK at every stage or leave the country;
  • delaying full access to benefits until migrants have completed the probationary period;
  • migrants should improve their command of English to pass from probationary citizenship to British citizenship or permanent residence;
  • anyone who commits an offence resulting in prison should be barred from becoming a citizen;
  • those who commit minor offences should be required to spend longer in the Probationary Citizenship stage;
  • migrants from outside the EEA should contribute to a new fund to provide extra financial help to communities experiencing change from migration; and
  • migrants who get involved in their communities through volunteering should be able to graduate to British citizenship more quickly.

 

These reforms to the immigration system will be backed up with a new single piece of legislation, replacing all existing immigration laws, which will be presented to Parliament as a draft Bill in this session. This is designed to make immigration law more straightforward, and make decision-making faster and more consistent.
